Windows script compatibility

When running platform-specific scripts on Windows there should be improve compatibility so scripts don't fail for Windows users. The flow should detect and invoke the appropriate shell or fallback, handle path separators and line endings, and surface clear guidance or alternative commands when a script is platform-specific.
