Welcome and setup UI polish

When users open the app there should be clearer loading indicators and progress feedback on the welcome screen so background work is visible. The onboarding and app shell should handle layout and overflow across window sizes to avoid clipped controls and awkward scrolling. During guided setup, failed steps should surface an obvious retry button so users can retry individual steps without restarting the entire flow.
