Source Code Editor Agent

There should be a new agent that can make targeted source-code fixes for deployment problems — e.g. update environment variables, ports, connection strings, Dockerfiles, and build scripts. When diagnosing deployment failures the agent should be able to propose edits, apply changes with a clear diff/approval flow, and surface what it changed for review and rollback.
