Run self-test and refresh state on sign-in

When a user successfully authenticates or starts a session there should be an automatic self-test that runs and the application should refresh its state so the UI and cached data are up-to-date before the user begins working. The flow should be unobtrusive and avoid blocking common workflows while preventing users from seeing stale or inconsistent state.
