Manifest parsing and Dockerfile paths

When reading and validating manifests there should be an internal refactor so manifest parsing is more robust and Dockerfile IMAGE path resolution is handled consistently. This should reduce intermittent parsing failures, avoid incorrect path lookups in complex manifests, and make future diagnostic messages easier to correlate with source files.
