Faster, clearer image builds

In v0.12.2 builds should be faster when a developer's local architecture matches the cluster so we avoid unnecessary cross-architecture emulation, and when producing multi-architecture images there should be clearer, actionable error messages that explain the cause and next steps for resolution.
