Allow Monk to run standalone workloads

It would be useful if I could ask Monk to just run an existing package for me. For example, I’d like to run Redis locally to experiment with it, or an Airflow instance in my cluster. However, at the moment Monk insists on me having a project open and refuses to launch standalone workloads when asked.
